Decree No. 15/2025/ND-CP on trực tiếp bóng đá việt nam hôm nay management, utilization, and exploitation of railway infrastructure assets in Vietnam
On February 3, 2025, trực tiếp bóng đá việt nam hôm nay Government of Vietnam promulgated Decree 15/2025/ND-CP regulating trực tiếp bóng đá việt nam hôm nay management, use, and exploitation of railway infrastructure assets invested and managed by trực tiếp bóng đá việt nam hôm nay State, including:
- National railway infrastructure assets
- Urban railway infrastructure assets
Decree 15/2025/ND-CP does not adjust for:
- Railway infrastructure assets under trực tiếp bóng đá việt nam hôm nay unit of trực tiếp bóng đá việt nam hôm nay people's armed forces. trực tiếp bóng đá việt nam hôm nay management, use, and exploitation of railway infrastructure assets under trực tiếp bóng đá việt nam hôm nay unit of trực tiếp bóng đá việt nam hôm nay people's armed forces shall comply with trực tiếp bóng đá việt nam hôm nay provisions of trực tiếp bóng đá việt nam hôm nay law on trực tiếp bóng đá việt nam hôm nay management and use of public assets at trực tiếp bóng đá việt nam hôm nay unit of trực tiếp bóng đá việt nam hôm nay people's armed forces, railway laws, and other relevant laws.
- Headquarters of state agencies in trực tiếp bóng đá việt nam hôm nay railway station area. trực tiếp bóng đá việt nam hôm nay management and use of these assets shall comply with trực tiếp bóng đá việt nam hôm nay provisions of trực tiếp bóng đá việt nam hôm nay law on trực tiếp bóng đá việt nam hôm nay management and use of public assets applicable to public assets serving trực tiếp bóng đá việt nam hôm nay management and activities of state agencies.
- Railway infrastructure assets managed by other entities according to legal provisions and railway infrastructure assets invested and managed by trực tiếp bóng đá việt nam hôm nay State but sold, transferred, or counted into trực tiếp bóng đá việt nam hôm nay enterprise’s value upon equitization. trực tiếp bóng đá việt nam hôm nay management, use, and exploitation of railway infrastructure assets in this case shall comply with trực tiếp bóng đá việt nam hôm nay provisions of railway laws and other relevant laws.
Decree 15/2025/ND-CP takes effect from February 3, 2024.

Based on Article 11 of trực tiếp bóng đá việt nam hôm nayRailway Law 2017onrailway infrastructure assets:
Article 11. Railway Infrastructure Assets
- Railway infrastructure assets include:
a) Railway infrastructure assets directly related to train operations, including railway works, railway construction works, or other auxiliary works directly used for train operations, passenger boarding and alighting, and cargo loading and unloading;
b) Railway infrastructure assets not directly related to train operations, which are railway infrastructure assets not specified at point a of this clause.
- Responsibilities for managing railway infrastructure assets invested by trực tiếp bóng đá việt nam hôm nay State:
a) trực tiếp bóng đá việt nam hôm nay Government of Vietnam performs trực tiếp bóng đá việt nam hôm nay function of representing trực tiếp bóng đá việt nam hôm nay owner, uniformly managing railway infrastructure assets according to trực tiếp bóng đá việt nam hôm nay provisions of trực tiếp bóng đá việt nam hôm nay law on trực tiếp bóng đá việt nam hôm nay management and use of public assets;
b) trực tiếp bóng đá việt nam hôm nay Ministry of Transport performs trực tiếp bóng đá việt nam hôm nay tasks and powers of representing trực tiếp bóng đá việt nam hôm nay owner concerning national railway infrastructure assets;

Railway infrastructure assets include:
(1) Railway infrastructure assets directly related to train operations, including railway works, railway construction works, or other auxiliary works directly serving train operations, passenger boarding and alighting, and cargo loading and unloading.
(2) Railway infrastructure assets not directly related to train operations, which are railway infrastructure assets not specified in point (1).

Based on Article 11 of Decree 15/2025/ND-CP on trực tiếp bóng đá việt nam hôm nay national railway infrastructure asset management dossier:
Article 11. National Railway Infrastructure Asset Management Dossier
- trực tiếp bóng đá việt nam hôm nay management dossier includes:
a) Documents related to trực tiếp bóng đá việt nam hôm nay formation and changes of railway infrastructure assets under trực tiếp bóng đá việt nam hôm nay provisions of this Decree and other relevant laws; legal documents regarding land associated with railway infrastructure (if any) for cases where land has been allocated or leased by competent authorities under trực tiếp bóng đá việt nam hôm nay provisions of land law.
b) Declaration reports; reports on trực tiếp bóng đá việt nam hôm nay management, use, and exploitation of railway infrastructure assets as prescribed in this Decree.
c) Data in trực tiếp bóng đá việt nam hôm nay Database on railway infrastructure assets as stipulated in this Decree.
- Enterprises managing railway assets are responsible for preparing, managing, and storing dossiers on assets as prescribed for trực tiếp bóng đá việt nam hôm nay dossiers specified in clause 1 of this Article, and implementing policy reports following trực tiếp bóng đá việt nam hôm nay provisions of this Decree.
Responsibilities for preparing, managing, and storing dossiers regarding trực tiếp bóng đá việt nam hôm nay investment, expansion, upgrading, renovation of railway infrastructure assets are conducted following trực tiếp bóng đá việt nam hôm nay provisions of construction law, railway law, and other related laws.
Accordingly, trực tiếp bóng đá việt nam hôm nay national railway infrastructure asset management dossier includes:
- Documents related to trực tiếp bóng đá việt nam hôm nay formation and changes of railway infrastructure assets
- Legal documents regarding land associated with railway infrastructure (if any) for cases where land has been allocated or leased by competent authorities under land law.
- Declaration reports; reports on trực tiếp bóng đá việt nam hôm nay management, use, and exploitation of railway infrastructure assets
- Data in trực tiếp bóng đá việt nam hôm nay Database on railway infrastructure assets
