(1) Originals with information being erased, modified, added or cut arbitrarily;

(2) Originals that are damaged, crushed with information being not identifiable.

(3) Originals affixed with a 'confidential’ seal đá bóng trực tiếp a competent agency or affixed no seal but with a notice “photocopying is not permitted”.

(4) Originals containing information going against the law and social ethics, information propagating war inciting, anti-Vietnamese socialist regime, distorting history đá bóng trực tiếp Vietnamese people, offending reputations, dignities, prestige and citizenship đá bóng trực tiếp organizations, individuals.

(5) Originals that issued, notarized or certified by competent agencies from foreign countries without consular legalization.

(6) Papers, documents prepared by individuals without confirmation and seals from competent agencies, organizations.

Pursuant to Article 5 đá bóng trực tiếp the Decree 23/2015/ND-CP stipulating authorities and responsibilities for authentication:

Authorities and responsibilities for authentication

1. The Justice offices đá bóng trực tiếp provincial-affiliated districts and cities (hereinafter referred to as the Justice Office) shall:

a) Certify true copies from originals đá bóng trực tiếp papers, documents issued or certified by Vietnamese competent authorities, foreign competent authorities, or Vietnamese competent authorities in association with foreign competent authorities.

b) Authenticate signatures on papers and documents;

c) Authenticate signatures đá bóng trực tiếp translators with respect to papers and documents translated from foreign language to Vietnamese or vice versa;

2. People’s Committees đá bóng trực tiếp communes (hereinafter referred to as the People’s Committee đá bóng trực tiếp communes) shall:

a) Certify true copies from originals đá bóng trực tiếp any paper, document issued or certified by Vietnamese competent authorities;

b) Authenticate signatures on papers and documents except signatures đá bóng trực tiếp translators;

3. Diplomatic missions, consulate representative agencies and other agencies authorized to act as consuls in foreign countries (hereinafter referred to as the representative agency) have authorities and responsibilities for authenticating the matters as defined in Points a, b and c đá bóng trực tiếp this Clause. Diplomats, consuls shall carry out authentication, sign names and affix seals;

4. Notaries have authorities and responsibilities for authenticating the matters as defined in Points a, Clause 1, Point b, Clause 2 đá bóng trực tiếp this Article, signing names and affixing seals đá bóng trực tiếp the Notary Office.

5. Certification đá bóng trực tiếp true copies from originals, authentication đá bóng trực tiếp signatures, contracts concerning properties as movables, authentication đá bóng trực tiếp testament as defined in this Article shall not be dependent on residency đá bóng trực tiếp requesters for authentication.

6. Authentication đá bóng trực tiếp contracts concerning land use rights shall be performed at the People’s Committee đá bóng trực tiếp commune where the land is. Authentication đá bóng trực tiếp contracts concerning houses shall be performed at the People’s Committee đá bóng trực tiếp commune where the house is situated;

As regulated above, the authorities responsible for certify true copies from originals đá bóng trực tiếp papers, documents in Vietnam are:

- The Justice offices đá bóng trực tiếp provincial-affiliated districts and cities

- People’s Committees đá bóng trực tiếp communes

- Diplomatic missions, consulate representative agencies and other agencies authorized to act as consuls in foreign countries

- Notaries at Notary Offices who have authorities and responsibilities for authenticating, signing names and affixing seals đá bóng trực tiếp the Notary Office.

Pursuant to Clause 2 Article 5 đá bóng trực tiếp the Decree 23/2015/ND-CP, People’s Committees đá bóng trực tiếp communes shall:

- Certify true copies from originals đá bóng trực tiếp any paper, document issued or certified by Vietnamese competent authorities;

- Authenticate signatures on papers and documents except signatures đá bóng trực tiếp translators;

- Authenticate contracts concerning properties as movables;

- Authenticate contracts concerning land use right according to the Law on Land;

- Authenticate contracts concerning houses according to the Law on Housing;

- Authenticate testaments;

- Authenticate written refusal đá bóng trực tiếp heritage;

- Authenticate agreements for division đá bóng trực tiếp heritage, written admission đá bóng trực tiếp properties as movables as defined in Points c, d and dd đá bóng trực tiếp Clause 2 Article 5 đá bóng trực tiếp the Decree 23/2015/ND-CP;

Presidents, deputy presidents đá bóng trực tiếp People’s Committees đá bóng trực tiếp communes shall carry out authentication, sign names and affix seals;
