dd) Vietnamese individuals living abroad; foreign individuals with achievements and contributions to đá bóng trực tiếp development of đá bóng trực tiếp Construction sector.

đá bóng trực tiếp Commemorative Medal for đá bóng trực tiếp Cause of Construction is awarded or posthumously awarded once to individuals currently working or retired from policy-making in đá bóng trực tiếp Construction sector, meeting one of đá bóng trực tiếp following criteria:
- Leaders, former Leaders of đá bóng trực tiếp Ministry of Construction
- Individuals awarded đá bóng trực tiếp title Hero of Labor
