- Understanding đá bóng trực tiếp state's development strategies, policies on architecture and construction planning; thoroughly grasp đá bóng trực tiếp orientation and tasks for developing architecture and planning of đá bóng trực tiếp sector
- Possessing deep professional knowledge and experience in architectural activities, urban planning
- Capability in design, creative skills, ability to develop plans, architectural design methods, urban planning; ability to propose and conduct scientific research, apply scientific progress to enhance professional and operational efficiency
- Skills in using information technology, design/graphic software; use of foreign languages.

Article 11. Grounds and principles of organizing rank promotion evaluations
đá bóng trực tiếp grounds and principles of organizing career title promotion evaluations for public employees in đá bóng trực tiếp Construction sector are conducted according to đá bóng trực tiếp provisions of Article 31 of Decree No. 115/2020/ND-CP dated September 25, 2020, and Clause 38 Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023, of đá bóng trực tiếp Government of Vietnam.
According to đá bóng trực tiếp above provision, đá bóng trực tiếp grounds and principles for organizing rank promotion evaluations for public employees in đá bóng trực tiếp Construction sector are as follows:
- đá bóng trực tiếp evaluation for career title promotion must be based on đá bóng trực tiếp job position, career title standards, and be consistent with đá bóng trực tiếp public employee structure by career title of đá bóng trực tiếp public service provider approved by đá bóng trực tiếp competent authority.
- Public employees may register for evaluation for career title promotion if đá bóng trực tiếp public service provider requires it and they meet đá bóng trực tiếp standards and conditions as prescribed by law.
- đá bóng trực tiếp evaluation for career title promotion is organized on đá bóng trực tiếp principles of equality, transparency, objectivity, and in accordance with đá bóng trực tiếp law.
