Article 13 of xoilac tv trực tiếp bóng đá hôm nay Universal Declaration of Human Rights 1948 states: "Everyone has xoilac tv trực tiếp bóng đá hôm nay right to freedom of movement and residence within xoilac tv trực tiếp bóng đá hôm nay borders of each state. Everyone has xoilac tv trực tiếp bóng đá hôm nay right to leave any country, including their own, and to return to their country".

This spirit is reaffirmed and further recognized in Articles 12 and 13 of xoilac tv trực tiếp bóng đá hôm nay International Covenant on Civil and Political Rights 1966. this right is not only applicable to citizens but also to foreigners who are residing or legally present in another country. 3. Freedom of residence of citizens under Vietnamese law

In Vietnam, laws on residence have been established since early times. Before 1945, xoilac tv trực tiếp bóng đá hôm nay feudal state had strict regulations on individual residence in various forms. During xoilac tv trực tiếp bóng đá hôm nay Tran Dynasty (1226 – 1400), starting from xoilac tv trực tiếp bóng đá hôm nay year Mau Ty, King Tran Thai Tong (1228) implemented a population management system based on households and xoilac tv trực tiếp bóng đá hôm nay periodic registration system (household registration book with a three-year or six-year cycle) during xoilac tv trực tiếp bóng đá hôm nay Ho, Le, and Nguyen Dynasties.

3.1. Freedom of residence of citizens in xoilac tv trực tiếp bóng đá hôm nay Constitutions

This spirit was renewed and strengthened in xoilac tv trực tiếp bóng đá hôm nay 1992 Constitution: "Citizens have xoilac tv trực tiếp bóng đá hôm nay right to freedom of travel and residence within xoilac tv trực tiếp bóng đá hôm nay country, xoilac tv trực tiếp bóng đá hôm nay right to travel abroad, and xoilac tv trực tiếp bóng đá hôm nay right to return to xoilac tv trực tiếp bóng đá hôm nay country in accordance with xoilac tv trực tiếp bóng đá hôm nay provisions of xoilac tv trực tiếp bóng đá hôm nay law" (Article 68).

These provisions served as an important legal basis for xoilac tv trực tiếp bóng đá hôm nay National Assembly to issue xoilac tv trực tiếp bóng đá hôm nayLaw No. 81/2006/QH11and for authorized agencies to issue many subordinate legal documents to regulate and provide guidance on xoilac tv trực tiếp bóng đá hôm nay unified application of xoilac tv trực tiếp bóng đá hôm nay Residence Law, creating favorable conditions for citizens to exercise their right to freedom of residence according to their legitimate and justifiable needs and desires.

In particular, to further enhance xoilac tv trực tiếp bóng đá hôm nay fundamental rights of individuals, including xoilac tv trực tiếp bóng đá hôm nay right to freedom of residence, xoilac tv trực tiếp bóng đá hôm nayConstitution datedstipulated: "Citizens have xoilac tv trực tiếp bóng đá hôm nay right to freedom of travel and residence within xoilac tv trực tiếp bóng đá hôm nay country, xoilac tv trực tiếp bóng đá hôm nay right to travel abroad, and xoilac tv trực tiếp bóng đá hôm nay right to return to xoilac tv trực tiếp bóng đá hôm nay country. xoilac tv trực tiếp bóng đá hôm nay exercise of these rights is regulated by xoilac tv trực tiếp bóng đá hôm nay law" (Article 23) and "human rights, citizens' rights can only be limited according to xoilac tv trực tiếp bóng đá hôm nay provisions of xoilac tv trực tiếp bóng đá hôm nay law in cases necessary for national defense, national security, public order, social safety, community ethics, and public health" (Clause 2, Article 14).

This shows that xoilac tv trực tiếp bóng đá hôm nay right to freedom of residence of citizens is consistently and gradually improved in xoilac tv trực tiếp bóng đá hôm nay legal system, respected by xoilac tv trực tiếp bóng đá hôm nay State, and implemented through legal mechanisms to allow citizens to exercise their right to freedom of residence. 3.2. Freedom of residence of citizens in xoilac tv trực tiếp bóng đá hôm nay Civil Code

Based on xoilac tv trực tiếp bóng đá hôm nay provisions of xoilac tv trực tiếp bóng đá hôm nay Constitution, xoilac tv trực tiếp bóng đá hôm nayCivil Code of 1995, 2005, and 2015 all have provisions regarding xoilac tv trực tiếp bóng đá hôm nay place of residence of individuals as a legal basis to protect xoilac tv trực tiếp bóng đá hôm nay right to freedom of residence of citizens. In cases where xoilac tv trực tiếp bóng đá hôm nay place of residence of an individual cannot be determined according to xoilac tv trực tiếp bóng đá hôm nay provisions in Clause 1 of Article 40, xoilac tv trực tiếp bóng đá hôm nay place of residence is where xoilac tv trực tiếp bóng đá hôm nay person is currently living. Furthermore, from Article 42 to Article 45, detailed regulations are provided on xoilac tv trực tiếp bóng đá hôm nay residence of minors, xoilac tv trực tiếp bóng đá hôm nay residence of individuals under guardianship, xoilac tv trực tiếp bóng đá hôm nay residence of spouses, xoilac tv trực tiếp bóng đá hôm nay residence of military personnel, xoilac tv trực tiếp bóng đá hôm nay residence of mobile workers, etc. These regulations serve as a basis for determining xoilac tv trực tiếp bóng đá hôm nay residence of individuals, protecting xoilac tv trực tiếp bóng đá hôm nay right to freedom of residence of citizens, and implementing effective state management measures regarding residence.

xoilac tv trực tiếp bóng đá hôm nay 2006 Residence Law (amended and supplemented in 2013) is xoilac tv trực tiếp bóng đá hôm nay first specialized law that directly regulates issues related to xoilac tv trực tiếp bóng đá hôm nay right to residence of citizens, including provisions on xoilac tv trực tiếp bóng đá hôm nay right to freedom of residence of citizens in xoilac tv trực tiếp bóng đá hôm nay territory of xoilac tv trực tiếp bóng đá hôm nay Socialist Republic of Vietnam; procedures for registration and management of residence; and xoilac tv trực tiếp bóng đá hôm nay rights and responsibilities of citizens, households, agencies, and organizations regarding registration and management of residence.

Citizens who meet xoilac tv trực tiếp bóng đá hôm nay requirements for permanent or temporary residence registration have xoilac tv trực tiếp bóng đá hôm nay right to request competent state agencies to register their permanent or temporary residence. xoilac tv trực tiếp bóng đá hôm nay right to freedom of residence of citizens is only restricted according to xoilac tv trực tiếp bóng đá hôm nay decisions of competent state agencies and according to xoilac tv trực tiếp bóng đá hôm nay procedures stipulated by law.

It can be affirmed that xoilac tv trực tiếp bóng đá hôm nayLaw No. 81/2006/QH11was timely in concretizing xoilac tv trực tiếp bóng đá hôm nay provisions of xoilac tv trực tiếp bóng đá hôm nay1992 Constitution (Resolution no. 51/2001/NQ-QH10) regarding xoilac tv trực tiếp bóng đá hôm nay right to residence of citizens in xoilac tv trực tiếp bóng đá hôm nay legal system of Vietnam. With progressive provisions in xoilac tv trực tiếp bóng đá hôm nay Residence Law and accompanying implementation guidelines, xoilac tv trực tiếp bóng đá hôm nay law has met xoilac tv trực tiếp bóng đá hôm nay legitimate needs and aspirations of citizens regarding residence and travel, as well as xoilac tv trực tiếp bóng đá hôm nay requirements of residence management in xoilac tv trực tiếp bóng đá hôm nay context of xoilac tv trực tiếp bóng đá hôm nay country's renovation, openness, and integration.

However, xoilac tv trực tiếp bóng đá hôm nay 2006 Residence Law still has certain limitations, such as not fully incorporating xoilac tv trực tiếp bóng đá hôm nay provisions of xoilac tv trực tiếp bóng đá hôm nay 2013 Constitution regarding xoilac tv trực tiếp bóng đá hôm nay right to residence of citizens; there are still some inconsistent provisions with other legal documents and create difficulties in xoilac tv trực tiếp bóng đá hôm nay application of xoilac tv trực tiếp bóng đá hôm nay Residence Law in practice.

For these reasons, to meet xoilac tv trực tiếp bóng đá hôm nay requirements of building a socialist rule of law state and international integration that is increasingly deep and wide-ranging in various areas of social life, on November 13, 2020, xoilac tv trực tiếp bóng đá hôm nay Residence Law 2020 was passed by xoilac tv trực tiếp bóng đá hôm nay 14th National Assembly with many new points aimed at more effectively protecting xoilac tv trực tiếp bóng đá hôm nay right to residence of citizens and creating a foundation for more effective residence management.

xoilac tv trực tiếp bóng đá hôm nay Residence Law 2020 stipulates xoilac tv trực tiếp bóng đá hôm nay implementation of xoilac tv trực tiếp bóng đá hôm nay right to residence of Vietnamese citizens in xoilac tv trực tiếp bóng đá hôm nay territory of xoilac tv trực tiếp bóng đá hôm nay Socialist Republic of Vietnam; registration and management of residence; rights, obligations, and responsibilities of citizens, agencies, and organizations regarding registration and management of residence.

4. Some recommendations to enhance xoilac tv trực tiếp bóng đá hôm nay effectiveness of state management of residence in Vietnam

Firstly,it is necessary to continue improving xoilac tv trực tiếp bóng đá hôm nay laws on residence to better guarantee xoilac tv trực tiếp bóng đá hôm nay right to residence for citizens.

One of xoilac tv trực tiếp bóng đá hôm nay new provisions of xoilac tv trực tiếp bóng đá hôm nay Residence Law 2020 is xoilac tv trực tiếp bóng đá hôm nay detailed regulations on cases that restrict xoilac tv trực tiếp bóng đá hôm nay exercise of xoilac tv trực tiếp bóng đá hôm nay right to residence of citizens in Article 4 and require xoilac tv trực tiếp bóng đá hôm nay exercise of xoilac tv trực tiếp bóng đá hôm nay right to residence of citizens to be restricted only as prescribed by law. Compared to xoilac tv trực tiếp bóng đá hôm nay 2006Law No. 81/2006/QH11, these provisions help individuals have mechanisms to understand their rights as well as cases where their rights are restricted; at xoilac tv trực tiếp bóng đá hôm nay same time, these provisions institutionalize xoilac tv trực tiếp bóng đá hôm nay spirit of xoilac tv trực tiếp bóng đá hôm nay 2013 Constitution, which states that citizens' rights can only be restricted by laws—legal documents approved by xoilac tv trực tiếp bóng đá hôm nay highest representative body, xoilac tv trực tiếp bóng đá hôm nay National Assembly. Therefore, xoilac tv trực tiếp bóng đá hôm nay requirement for legislative work is to continuously review xoilac tv trực tiếp bóng đá hôm nay provisions of xoilac tv trực tiếp bóng đá hôm nay Residence Law, xoilac tv trực tiếp bóng đá hôm nay Civil Code, xoilac tv trực tiếp bóng đá hôm nay Land Law, xoilac tv trực tiếp bóng đá hôm nay Housing Law, and other related legal documents, timely discover existing issues and limitations, address them, improve them, and issue guiding documents to ensure xoilac tv trực tiếp bóng đá hôm nay provisions regarding xoilac tv trực tiếp bóng đá hôm nay right to residence of citizens are unified, scientific, and effective in practice.

Secondly,it is necessary to improve xoilac tv trực tiếp bóng đá hôm nay conditions for people to carry out transactions when household registration books, temporary residence books, and residence confirmation papers can be replaced by electronic data in xoilac tv trực tiếp bóng đá hôm nay national database on population.

Currently, household registration books and temporary residence books are means to demonstrate and prove information about xoilac tv trực tiếp bóng đá hôm nay residence of each citizen and are related to administrative procedures in many fields, such as employment, education, real estate transactions, etc. According to xoilac tv trực tiếp bóng đá hôm nay provisions of xoilac tv trực tiếp bóng đá hôm nay Residence Law 2020, these documents can only be used until December 31, 2022. At xoilac tv trực tiếp bóng đá hôm nay same time, according to xoilac tv trực tiếp bóng đá hôm nay regulations in paragraph 3 of Article 38, Chapter VII of xoilac tv trực tiếp bóng đá hôm nay Residence Law 2020, when carrying out procedures for residence registration resulting in changes in information in household registration books and temporary residence books, xoilac tv trực tiếp bóng đá hôm nay registration agency is responsible for recovering xoilac tv trực tiếp bóng đá hôm nay issued household registration books and temporary residence books, adjusting and updating information in xoilac tv trực tiếp bóng đá hôm nay national database on population, and not issuing new or re-issuing household registration books and temporary residence books.

Therefore, starting January 1, 2023, household registration books and temporary residence books in paper format will no longer be valid. Instead, people will be managed through electronic data in xoilac tv trực tiếp bóng đá hôm nay national database on population.

Thirdly, it is necessary to promptly complete xoilac tv trực tiếp bóng đá hôm nay connection of population data with xoilac tv trực tiếp bóng đá hôm nay national database and effectively implement xoilac tv trực tiếp bóng đá hôm nay project "Development of population data, identification, and electronic authentication applications to serve xoilac tv trực tiếp bóng đá hôm nay national digital transformation phase 2022–2025, vision to 2030" (referred to as Project 06).

Implementing Project 06 is a breakthrough in xoilac tv trực tiếp bóng đá hôm nay infrastructure strategy identified by xoilac tv trực tiếp bóng đá hôm nay 13th Party Congress; contributing to digital transformation, building a digital government, a digital society, a digital economy, and digital citizens. When this project is completed, it will provide conditions for citizens to exercise their rights and obligations more conveniently and effectively.
