For trực tiếp bóng đá k+ purposes of this Law, trực tiếp bóng đá k+ terms below are construed as follows:

1. “higher education institution” means an education institution of trực tiếp bóng đá k+ national education system and is permitted to provide higher education training, engage in science and technology activities and serve trực tiếp bóng đá k+ community.

2. “university” means a higher education institution that provides training in multiple academic disciplines and has an organizational structure conformable with this Law.

What is trực tiếp bóng đá k+ organizational structure of a university in Vietnam?

Based on Clause 1, Article 14 of trực tiếp bóng đá k+Higher Education Law 2012(amended by Clause 8, Article 1 of trực tiếp bóng đá k+Amended Higher Education Law 2018), trực tiếp bóng đá k+ organizational structure of a university in Vietnamincludes:

- trực tiếp bóng đá k+ university council or academy council (hereinafter referred to as “school council");

- trực tiếp bóng đá k+ university principal or academy director (hereinafter referred to as “principal”); trực tiếp bóng đá k+ vice-principals or vice-directors (hereinafter referred to as “vice-principals”);

- trực tiếp bóng đá k+ science and training council; other councils (if any);

- Faculties, dedicated rooms, library, science and technology organization, other organizations serving training activities;

- Schools, campuses, research institutes, service facilities, enterprises, business establishments and other units (if any) necessary for development of trực tiếp bóng đá k+ university.

*trực tiếp bóng đá k+ specific organizational structure or a university, relationship and level of autonomy of its affiliated units and internal units shall be specified in trực tiếp bóng đá k+ university’s internal rules and regulations.

According to Clause 2, Article 16 of trực tiếp bóng đá k+Higher Education Law 2012(amended by Clause 10, Article 1 of trực tiếp bóng đá k+Amended Higher Education Law 2018), trực tiếp bóng đá k+ school council of a public university in Vietnam has trực tiếp bóng đá k+ following responsibilities and authority:

- Decide trực tiếp bóng đá k+ development strategies, development plans, annual plans of trực tiếp bóng đá k+ university; orientation to develop trực tiếp bóng đá k+ university into a parent university or merge trực tiếp bóng đá k+ university into another;

- Issue trực tiếp bóng đá k+ university’s internal rules and regulations, finance regulations and grassroots democracy regulations in accordance with trực tiếp bóng đá k+Higher Education Law 2012and relevant laws;

- Decide plans for enrolment, offering new programs, training, cooperation in education, scientific activities, international cooperation; policies on higher education quality assurance, cooperation between trực tiếp bóng đá k+ universities and enterprises and employers;

- Decide trực tiếp bóng đá k+ organizational structure, personnel structure, establishment, merger, division, dissolution of trực tiếp bóng đá k+ university’s units; prepare a list of work positions, standards and working conditions thereof;

Issue regulations on recruitment, employment and management of lecturers and other employees in accordance with law;

- Decide and propose recognition or dismissal of trực tiếp bóng đá k+ principal;

Designation and dismissal vice-principal on trực tiếp bóng đá k+ basis of trực tiếp bóng đá k+ principal’s request; other managerial positions shall be specified in trực tiếp bóng đá k+ university’s internal rules and regulations;

Organize annual performance assessment by trực tiếp bóng đá k+ school council president or trực tiếp bóng đá k+ principal;

Have mid-tenure or irregular vote on confidence in trực tiếp bóng đá k+ school council president or principal according to trực tiếp bóng đá k+ university’s internal rules and regulations;

- Decide policies on attracting investments in trực tiếp bóng đá k+ universities; tuition fees and assistance for students; approve financial plans;

Approve annual financial statements and statements of lawful sources of income of trực tiếp bóng đá k+ university;

- Decide investment guidelines and use of valuable assets under trực tiếp bóng đá k+ management of trực tiếp bóng đá k+ university in accordance with its internal rules and regulations;

Decide salaries, bonuses and other benefits of holders of managerial positionsaccording to their performance, and other issues under trực tiếp bóng đá k+ university’s internal rules and regulations;

- Supervise trực tiếp bóng đá k+ implementation of decisions issued by trực tiếp bóng đá k+ school council, adherence to law, implementation of democracy regulations during trực tiếp bóng đá k+ university’s operation and trực tiếp bóng đá k+ principal’s accountability;

Supervise trực tiếp bóng đá k+ management and use of funds and assets of trực tiếp bóng đá k+ university; submit annual reports on supervision results to trực tiếp bóng đá k+ school assembly.

- Adhere to law; take responsibility before trực tiếp bóng đá k+ law and to competent authorities and relevant parties for decisions made by trực tiếp bóng đá k+ school council;

Ensure transparency and availability of information and reports;

Facilitate inspections by competent authorities;

Assume accountability within trực tiếp bóng đá k+ scope responsibility and power of trực tiếp bóng đá k+ school council;

Facilitate supervision by trực tiếp bóng đá k+ society, organizations and individuals within trực tiếp bóng đá k+ university;

- Other responsibilities and entitlements specified in trực tiếp bóng đá k+ university’s internal rules and regulations.
