- Representing đá bóng trực tiếp higher education institution in legal matters and being đá bóng trực tiếp account holder of đá bóng trực tiếp institution, unless otherwise stipulated in đá bóng trực tiếp organizational and operational regulations of private higher education institutions or non-profit private higher education institutions;
- Organizing đá bóng trực tiếp implementation of professional and academic activities, organization, personnel, finance, assets, domestic and international cooperation, and other activities in accordance with đá bóng trực tiếp law, đá bóng trực tiếp organizational and operational regulations of đá bóng trực tiếp higher education institution, and đá bóng trực tiếp decisions of đá bóng trực tiếp university council;
- Submitting documents under đá bóng trực tiếp authority of đá bóng trực tiếp university council after organizing đá bóng trực tiếp collection of opinions from relevant organizations, units, and individuals within đá bóng trực tiếp higher education institution; issuing other regulations of đá bóng trực tiếp higher education institution according to đá bóng trực tiếp organizational and operational regulations;
