Under Clause 1, Article 58 ofDecree No. 46/2017/ND-CP:
Procedures and documentation requirements for educational operations of an upper secondary school for đá bóng trực tiếp gifted
1. đá bóng trực tiếp Director of đá bóng trực tiếp Department of Education and Training of a local jurisdiction where a school for đá bóng trực tiếp gifted is based shall be accorded authority to license educational operations of đá bóng trực tiếp school for đá bóng trực tiếp gifted.
2. Documentation requirements and processes for grant of a license for educational operations of a school for đá bóng trực tiếp gifted shall be similar to those applied to a secondary school as provided in Article 28 hereof.
Thus, đá bóng trực tiếp Director of đá bóng trực tiếp Department of Education and Training of a local jurisdiction where a school for đá bóng trực tiếp gifted is based shall be accorded authority to license educational operations of an upper secondary school for đá bóng trực tiếp gifted in Vietnam.

Under Article 57 ofDecree No. 46/2017/ND-CP, đá bóng trực tiếp licensing requirements for educational operations of an upper secondary school for đá bóng trực tiếp gifted in Vietnam are as follows:
Licensing requirements for educational operations of an upper secondary school for đá bóng trực tiếp gifted
đá bóng trực tiếp school must meet licensing requirements for educational operations of an upper secondary school as prescribed by Article 27 hereof and đá bóng trực tiếp following requirements:
1. đá bóng trực tiếp school’s curriculum and syllabus must be provided in accordance with applicable laws and regulations on schools for đá bóng trực tiếp gifted.
2. đá bóng trực tiếp school must hire a staff of administrative officers, teachers and employees that are adequate, meet qualification, competency and conduct standards to be able to complete missions of a school for đá bóng trực tiếp gifted.
Thus, đá bóng trực tiếp licensing requirements for educational operations of an upper secondary school for đá bóng trực tiếp gifted in Vietnam are as follows:
(1) Meeting đá bóng trực tiếp operational conditions for high schools, specifically:
- Having a decision to establish or approve đá bóng trực tiếp establishment by đá bóng trực tiếp competent authority as stipulated in Clause 1, Article 26 ofDecree No. 46/2017/ND-CP.
- Owning land, school head office, facilities and equipment that meet regulatory requirements concerning educational operations.
School facilities shall conform to đá bóng trực tiếp following requirements:
+ đá bóng trực tiếp classroom must be built in conformity with đá bóng trực tiếp stipulated specifications, be furnished with an adequate number of chairs and desks of which đá bóng trực tiếp height fits for all students, teacher's chairs and desks, boards, and ensure good illumination, cool air and be capable of operating in two shifts a day;
+ đá bóng trực tiếp specialist classroom must be subject to regulations on đá bóng trực tiếp specialist classroom, adopted by đá bóng trực tiếp Minister of Education and Training;
+ Block of facilities providing educational support services, e.g. multifunctional physical activity facility, library, Young Pioneer – Youth Union activity facility and historical exhibition house;
+ Block of clerical and administrative facilities, e.g. rector’s offices, vice rector’s offices, meeting halls that can receive all of đá bóng trực tiếp administrative officers, teachers and employees, rooms intended for subject groups, healthcare service rooms, storage facilities, guest contact and reception rooms and Communist Party or Union activity rooms;
+ Playgrounds and physical training courtyards that occupy at least 25% of total usable area of đá bóng trực tiếp school and are fully furnished with equipment used for physical and sport activities as well as ensure safety for use;
+ Parking lots that must be arranged at suitable areas within đá bóng trực tiếp precinct of đá bóng trực tiếp school, ensure conformity to safety, security and sanitation standards;
+ Information technology facilities and systems with internet connection that match teaching and learning demands.
- đá bóng trực tiếp school must be located at an area that helps provide a good and safe educational environment for students, teachers, administrative officers and employees. đá bóng trực tiếp school must be located at a separate area with perimeter walls, school main entrance gate and school name sign.
- Having an educational program and teaching, learning materials suitable for each educational level.
- Having a team of qualified and well-trained teachers and managers meeting đá bóng trực tiếp standards for each educational level; sufficient in number according to đá bóng trực tiếp structure of each type of teacher, ensuring đá bóng trực tiếp implementation of đá bóng trực tiếp educational program and organization of educational activities.
- Having sufficient financial resources as prescribed to ensure đá bóng trực tiếp maintenance and development of educational activities.
- Having an organizational and operational regulation of đá bóng trực tiếp school.
(2) Having curriculum and syllabusin accordance with applicable laws and regulations on schools for đá bóng trực tiếp gifted.
(3) Hiring a staff of administrative officers, teachers and employees that are adequate, meet qualification, competency and conduct standards to be able to complete missions of a school for đá bóng trực tiếp gifted.

Step 1: Submission of application

- A copy issued from đá bóng trực tiếp original register, a certified true copy, or a copy accompanied by đá bóng trực tiếp original for comparison with đá bóng trực tiếp decision on establishment or đá bóng trực tiếp decision allowing đá bóng trực tiếp establishment of đá bóng trực tiếp school;
Step 2: Receipt of application
đá bóng trực tiếp Director of đá bóng trực tiếp Department of Education and Training where đá bóng trực tiếp school for đá bóng trực tiếp gifted is headquartered receives đá bóng trực tiếp application.
If đá bóng trực tiếp application is unsatisfactory, a written notification of đá bóng trực tiếp contents to be amended and supplemented shall be made to đá bóng trực tiếp school within 05 working days from đá bóng trực tiếp date of receipt of đá bóng trực tiếp application;
Step 3: Appraisal and decision on issuance of a license to carry out educational operations
Within 20 working days from đá bóng trực tiếp date of receipt of a complete and valid application, đá bóng trực tiếp Director of đá bóng trực tiếp Department of Education and Training where đá bóng trực tiếp school for đá bóng trực tiếp gifted is headquartered shall organize đá bóng trực tiếp appraisal of đá bóng trực tiếp application and đá bóng trực tiếp actual appraisal of đá bóng trực tiếp educational operation conditions of đá bóng trực tiếp school;
If conditions are met, a license to carry out educational operations will be issued.
If đá bóng trực tiếp conditions are not met, a written notice specifying đá bóng trực tiếp reasons and solutions shall be sent to đá bóng trực tiếp school.
