Under Clause 3, Article 4Decree No. 46/2017/ND-CPamended by Clause 1, Article 1Decree 135/2018/ND-CP, theprocedures for granting đá bóng trực tiếp permission for establishment of private preschools in Vietnam are as follows:

Step 1: Submission of đá bóng trực tiếp application

Organizations or individuals requesting đá bóng trực tiếp establishment of a private preschool must submit directly or by post 01applicationto đá bóng trực tiếp district-level People's Committee.

- A proposal for đá bóng trực tiếp establishment of đá bóng trực tiếp private preschool specifying đá bóng trực tiếp necessity of establishment; đá bóng trực tiếp name of đá bóng trực tiếp preschool; đá bóng trực tiếp proposed location for đá bóng trực tiếp headquarters for implementing đá bóng trực tiếp childcare, nurturing, and educational activities;

Step 2: Verification of application

Within 5 working days from đá bóng trực tiếp date of receiving complete and valid documents, đá bóng trực tiếp district-level People's Committee is responsible for directing đá bóng trực tiếp Division of Education and Training to organize đá bóng trực tiếp verification of đá bóng trực tiếp conditions for establishing đá bóng trực tiếp preschool;

Within 15 working days, đá bóng trực tiếp Division of Education and Training takes đá bóng trực tiếp lead, cooperates with relevant specialized Divisions in verifying, and submits their evaluation to đá bóng trực tiếp President of đá bóng trực tiếp district-level People's Committee;

Step 3: Decision on granting đá bóng trực tiếp permission for establishment

Within 5 working days from đá bóng trực tiếp date of receiving written verification from đá bóng trực tiếp Division of Education and Training and other relevant specialized Divisions, if đá bóng trực tiếp conditions are met as stipulated, đá bóng trực tiếp President of đá bóng trực tiếp district-level People's Committee issues a permit for đá bóng trực tiếp establishment;

If đá bóng trực tiếp conditions are not met as stipulated, đá bóng trực tiếp President of đá bóng trực tiếp district-level People's Committee provides a written response specifying đá bóng trực tiếp reasons.

*After a period of 2 years from đá bóng trực tiếp effective date of đá bóng trực tiếp granting đá bóng trực tiếp permission for establishment, if đá bóng trực tiếp preschool fails to conduct educational operations, đá bóng trực tiếp establishment decisionor permissionwill be revoked.

What are đá bóng trực tiếp licensing requirements for đá bóng trực tiếp educational operations of private preschools in Vietnam? of Private Preschools

According to Article 5Decree No. 46/2017/ND-CPamended by Clause 2, Article 1Decree 135/2018/ND-CP,đá bóng trực tiếp licensing requirements for educational operations of private preschools in Vietnamare as follows:

[1].Obtain đá bóng trực tiếp decision on establishment or đá bóng trực tiếp decision on approval of establishment, issued by đá bóng trực tiếp President of district-level People’s Committee.

[2]Own land, school head office, facilities and equipment that meet requirements, help maintain and develop educational activities as well as satisfy đá bóng trực tiếp following specific requirements:

Thepreschoolmust be located within đá bóng trực tiếp precincts of a residential zone in compliance with regulations on safety and environmental sanitation;

đá bóng trực tiếp total area of project site is divided into multiple spaces used for building infrastructural facilities, playgrounds, roads and growing landscaping plants.

đá bóng trực tiếp average area of project site must be at least 12 m2per a child in lowland, delta and midland regions (except municipal and urban regions); 08 m2per a child in municipal, urban, mountainous and island regions;

As for administrative subdivisions short of unoccupied land, it shall be possible that đá bóng trực tiếp building area is replaced by đá bóng trực tiếp floor area and đá bóng trực tiếp stipulated area of vacant land must be adequate;

* Private preschool can:

Rent a part or đá bóng trực tiếp whole of đá bóng trực tiếp available reserves of state-owned houses and infrastructure facilities for use in educational activities in accordance with đá bóng trực tiếp Government’s regulations on incentives for private sector involvement in đá bóng trực tiếp sector of education, vocational education, healthcare, culture, sports, environment and judicial assessment.

Rental of educational equipment and facilities which have not yet been operated at đá bóng trực tiếp maximum capacity by public service entities in đá bóng trực tiếp education sector shall be subject to applicable legislation on management and use of state-owned assets.

-Thepreschoolmust build walls to separate its space from đá bóng trực tiếp outside;

- đá bóng trực tiếp construction project is divided into đá bóng trực tiếp following blocks:

-+ Block of child care and nursery education classrooms, e.g. general activity gathering classrooms, sleeping classrooms, toilets and play grounds, which must ensure conformity with đá bóng trực tiếp specified regulations;

+ Block of learning classrooms, e.g. physical education classrooms, art education classrooms or multifunctional classrooms;

+ Block of dining rooms, e.g. kitchen spaces and warehouses;

+ Block of administrative rooms, e.g. school offices, rector’s offices, vice rector’s offices, administrative management offices, healthcare rooms, security rooms, staff rooms, toilets intended for teachers, officers, employees, and parking lots for teachers, officers and employees;

+ Play grounds, e.g. play grounds for child groups or classes; commonly-shared play spaces, play spaces with landscaping plants.

- Equipment, toys, supplies, instructional materials on child care and education must be available in accordance with regulations laid down by đá bóng trực tiếp Ministry of Education and Training.

[3].Employ an adequate staff of administrative officers, teachers and employees that are structured in a proper manner and meet stipulated standards for provision of early childhood education programs and organization of educational activities.

[4].Maintain a sufficient amount of financial resources as required by laws in order to ensure continued operation and development of educational activities.

[5].Have đá bóng trực tiếp statutes of organization and operations of thepreschool.
