UnderSubsection 7, Section 1, Part 2 ofDecision 3278/QD-BGDDT 2024, trực tiếp bóng đá k+ newest procedures for approval oftraining partnerships in undergraduate, master’s, and doctoral programs in Vietnam are stipulated as follows:

(1) Procedures:

Step 1:trực tiếp bóng đá k+ parties submit trực tiếp bóng đá k+ application to trực tiếp bóng đá k+ Ministry of Education and Training for training partnerships in undergraduate, master’s, and doctoral programs: (except for cases under trực tiếp bóng đá k+ authority stipulated in Clause 5, Article 45 of trực tiếp bóng đá k+Law on Higher Education 2012(amended and supplemented by Clause 25, Article 1 of trực tiếp bóng đá k+Law on Amendments to Law on Higher Education 2018) and Point e, Clause 1, Article 13 ofDecree 99/2019/ND-CP).

Step 2:Within 05 working days of receiving trực tiếp bóng đá k+ application, trực tiếp bóng đá k+ receiving agency shall notify trực tiếp bóng đá k+ parties in writing directly or via postal service or email to amend and supplement trực tiếp bóng đá k+ application in case it is invalid.

Step 3:Within 20 working days from trực tiếp bóng đá k+ date of receiving a complete valid application, trực tiếp bóng đá k+ receiving agency shall organize trực tiếp bóng đá k+ appraisal and issue a Decision approving trực tiếp bóng đá k+ training partnerships with foreign entities.

(2) Methods of applicationsubmission:

Submission could be direct, via postal service, or through trực tiếp bóng đá k+ online public service portal.

What does trực tiếp bóng đá k+ application for approval of training partnerships in undergraduate, master’s, and doctoral programs in Vietnam include?

Under Subsection 7, Section 1, Part 2 ofDecision 3278/QD-BGDDT 2024, theapplicationfor approval oftraining partnerships in undergraduate, master’s, and doctoral programs in Vietnam isprescribed as follows:

(1)Components:

- Application formfor approval of training partnerships signed by trực tiếp bóng đá k+ parties according to Form No. 06 in Appendix ofDecree 124/2024/ND-CP.

- Agreement on training partnerships (Contract) among trực tiếp bóng đá k+ parties detailing trực tiếp bóng đá k+ parties involved, responsibilities regarding specific commitments on programs, teaching and learning materials, lecturers, facilities, assessment, degrees, financial information, and other contents.

- Document proving trực tiếp bóng đá k+ legal status of trực tiếp bóng đá k+ parties: Authenticated copy or copy accompanied by trực tiếp bóng đá k+ original for cross-validation of trực tiếp bóng đá k+ establishment decision or establishment permit for educational institutions or other equivalent documents.

- Document proving that trực tiếp bóng đá k+ Vietnamese higher education institution and trực tiếp bóng đá k+ foreign higher education institution are permitted to offer training in trực tiếp bóng đá k+ intended training partnership field (authenticated copy or copy accompanied by trực tiếp bóng đá k+ original for cross-validation).

- Accreditation certificate of trực tiếp bóng đá k+ foreign training program or quality recognition document by a competent authority (authenticated copy or copy accompanied by trực tiếp bóng đá k+ original for cross-validation).

- Scheme for training partnerships prepared according to Form No. 07 in Appendix ofDecree 86/2018/ND-CP.

In cases where trực tiếp bóng đá k+ Vietnamese and foreign higher education institutions implement trực tiếp bóng đá k+ program on training partnerships through online or hybrid methods, trực tiếp bóng đá k+ training partnership proposal must ensure trực tiếp bóng đá k+ following content:

- Quality assurance content in trực tiếp bóng đá k+ proposal for training partnerships with foreign entities must clearly describe trực tiếp bóng đá k+ infrastructure, equipment, electronic portal, server system, Internet connection infrastructure, learning management system, content management system, and electronic resources for organizing and managing online training partnership; ensuring full compliance with regulations for lecturers participating in trực tiếp bóng đá k+ program on training partnerships;

Quality assurance regulations to ensure graduates of trực tiếp bóng đá k+ program on training partnerships in Vietnam receive a degree issued by trực tiếp bóng đá k+ foreign higher education institution comparable to trực tiếp bóng đá k+ degree awarded to graduates at trực tiếp bóng đá k+ main office of trực tiếp bóng đá k+ foreign higher education institution.

- Rights of learners and workers must be clearly stipulated regarding risk management strategies in implementing trực tiếp bóng đá k+ program on training partnerships, especially when trực tiếp bóng đá k+ program is interrupted or terminated prematurely, in trực tiếp bóng đá k+ training partnership proposal and trực tiếp bóng đá k+ agreement or contract on training partnerships among trực tiếp bóng đá k+ parties.

(2) Quantity:01 set of application.

What are trực tiếp bóng đá k+ regulations ontraining partnerships in Vietnam?

According to Article 45 of trực tiếp bóng đá k+Law on Higher Education 2012(amended by Clause 25, Article 1 of trực tiếp bóng đá k+Law on Amendments to Law on Higher Education 2018), trực tiếp bóng đá k+ regulations ontraining partnerships in Vietnam aredefined a follows:

1. Training partnership means training partnership between a higher education institution established in Vietnam and a foreign higher education institution in order to run courses and issue degrees or diplomas without establishing a new juridical person. trực tiếp bóng đá k+ training partnership shall comply with trực tiếp bóng đá k+ Law on Education and relevant laws.

2. A program on training partnership means a foreign program or a program developed by both parties. Such a program may be run entirely in Vietnam or partly in Vietnam and partly overseas.

3. trực tiếp bóng đá k+ foreign higher education institution shall have good reputation and quality, is permitted in writing by a competent authority of its home country to provide training and issue degrees in relevant fields, or has an unexpired educational quality certification issued by a lawful training quality assessment organization. trực tiếp bóng đá k+ parties shall ensure fulfillment of trực tiếp bóng đá k+ requirements of trực tiếp bóng đá k+ program in terms of facilities and equipment and lecturers, and take responsibility for trực tiếp bóng đá k+ quality of trực tiếp bóng đá k+ program.

4. trực tiếp bóng đá k+ Minister of Education and Training shall consider approving schemes for training partnership in teacher training-related and health-related fields after comments are given by relevant ministries; schemes for educational training partnership with higher education institutions other than those mentioned in Clause 5 of this Article.

5. A higher education institution that satisfies all of trực tiếp bóng đá k+ conditions specified this Article and Clause 2 Article 32 of this Law is entitled to participate in trực tiếp bóng đá k+ training partnership in trực tiếp bóng đá k+ provision of undergraduate training; when trực tiếp bóng đá k+ undergraduate program of such an institution passes trực tiếp bóng đá k+ quality assessment, it may participate in training partnership in provision of master’s training; when trực tiếp bóng đá k+ undergraduate program and master’s program of such an institution passes trực tiếp bóng đá k+ quality assessment, it may participate in training partnership in provision of doctoral training.

6. In case a program on training partnershipis suspended from enrolment or terminated as prescribed in Clause 3 of this Article, trực tiếp bóng đá k+ higher education institution shall protect trực tiếp bóng đá k+ legal interests of its lecturers, employers and students; refund tuition fees to students; pay salaries and other benefits to trực tiếp bóng đá k+ lecturers and other employees under employment contracts or trực tiếp bóng đá k+ collective bargaining agreement; pay tax debts and other debts (if any).

7. A higher education institution shall publish on its website and mass media information about its program on training partnerships, legality of trực tiếp bóng đá k+ foreign degrees in trực tiếp bóng đá k+ issuing country and in Vietnam; assist students in recognition of degrees; carry out assessment of trực tiếp bóng đá k+ program on training partnerships offered n Vietnam after trực tiếp bóng đá k+ student graduate and periodically.

8. A higher education institution that offers a program on training partnership without satisfying all conditions or ensuring training quality as specified in trực tiếp bóng đá k+ training partnership scheme shall be suspended from training partnership for 5 years from trực tiếp bóng đá k+ day on which a conclusion is issued by a competent authority.
