Under Article 13 of trực tiếp bóng đá hôm nay Regulations on distance education at trực tiếp bóng đá hôm nay higher education level promulgated withCircular 28/2023/TT-BGDDT, trực tiếp bóng đá hôm nay responsibilities of training institutions providing distance education at trực tiếp bóng đá hôm nay higher education level in Vietnam are stipulated as follows:
- Pursuant to this Regulation and other relevant laws, trực tiếp bóng đá hôm nay training institution shall:
+ Formulate, promulgate, and implement trực tiếp bóng đá hôm nay training institution’s regulations provided that their regulations meet or surpass, but do not contravene, trực tiếp bóng đá hôm nay requirements outlined in this Regulation; develop specific regulations on procedures for deciding on policies and approving distance education projects;
+ Issue decisions on delivery of distance education programs and distance education cooperation (if any) to meet all requirements of this Regulation; which must clearly state trực tiếp bóng đá hôm nay name of trực tiếp bóng đá hôm nay academic discipline, distance education mode, eligible entities, training locations, joint training partner and other relevant information.
Within 10 working days from trực tiếp bóng đá hôm nay date of making trực tiếp bóng đá hôm nay decision on distance education, update information about trực tiếp bóng đá hôm nay distance education project and distance education decision to trực tiếp bóng đá hôm nay national database system on higher education, and send trực tiếp bóng đá hôm nay decision on distance education along with trực tiếp bóng đá hôm nay distance education project to trực tiếp bóng đá hôm nay Ministry of Education and Training;
+ Fulfill responsibilities for educational quality assurance in accordance with Article 50 of trực tiếp bóng đá hôm nay Law on Higher Education (amended in 2018);
+ Strengthen academic integrity; monitor and control copy protection; ensure trực tiếp bóng đá hôm nay integrity of trực tiếp bóng đá hôm nay content of essays, projects, theses, and other thematic reports; formulate sanctions and take serious actions against violations;
+ Develop risk prevention and response plan: analysis reports, explanations and predictions of possible risk situations and preventive and remedial measures; specific analysis report on risk handling solutions in case trực tiếp bóng đá hôm nay training institution is suspended from operation of academic discipline or delivery of distance education in that academic discipline.
- trực tiếp bóng đá hôm nay training institution shall:
+ Ensure compliance with all minimum requirements to deliver trực tiếp bóng đá hôm nay distance education program before enrolling learners (training institutions that have delivered distance education before trực tiếp bóng đá hôm nay effective date of this Regulation are not re-develop trực tiếp bóng đá hôm nay distance education project in accordance with Clause 10, Article 5 of this Regulation). Annually, review trực tiếp bóng đá hôm nay minimum requirements for distance education delivery in accordance with Article 5 of this Regulation;
+ Disseminate and guide learners to comply with trực tiếp bóng đá hôm nay training institution's regulations and regulations related to trực tiếp bóng đá hôm nay learning process, regulations on trực tiếp bóng đá hôm nay obligations and rights of learners at trực tiếp bóng đá hôm nay beginning of trực tiếp bóng đá hôm nay course;
+ Provide training and refresher courses in necessary methods and skills for lecturers, learning support staff, and school administrators;
+ Undertake internal inspection and examination of trực tiếp bóng đá hôm nay implementation of trực tiếp bóng đá hôm nay training institution’s regulations and this Regulation;
+ Maintain and develop trực tiếp bóng đá hôm nay distance education system of trực tiếp bóng đá hôm nay training institution; update and modernize technology and technical means to improve trực tiếp bóng đá hôm nay efficiency and quality of distance education in trực tiếp bóng đá hôm nay direction of international integration.

- As for a distance education program that has enrolled learners before trực tiếp bóng đá hôm nay effective date ofCircular 28/2023/TT-BGDDT, no later than 3 years from trực tiếp bóng đá hôm nay effective date ofCircular 28/2023/TT-BGDDT, trực tiếp bóng đá hôm nay training institution must carry out quality assessment of trực tiếp bóng đá hôm nay distance education program that had a graduation course;
- As for a distance education program that has enrolled learners before trực tiếp bóng đá hôm nay effective date ofCircular 28/2023/TT-BGDDTbut have not yet had a graduation course or has been approved after trực tiếp bóng đá hôm nay effective date ofCircular 28/2023/TT-BGDDT, trực tiếp bóng đá hôm nay training institution must apply for quality assessment of distance education program in accordance with Clause 5, Article 33 of trực tiếp bóng đá hôm nay Law on Higher Education (amended in 2018).
- Training institutions are not allowed to enroll learners in subsequent courses if they do not carry out program quality assessment in accordance withCircular 28/2023/TT-BGDDTor do not pass quality assessment of trực tiếp bóng đá hôm nay distance education program.
