Based on Clause 8, Article 3 ofCircular 03/2022/TT-BGDDTsupplemented by Clause 2, Article 1 ofCircular 10/2023/TT-BGDDT, trực tiếp bóng đá k+ admission quota is trực tiếp bóng đá k+ number of learners planned to be admitted, announced by trực tiếp bóng đá k+ training institution after self-determination or after being notified by trực tiếp bóng đá k+ Ministry of Education and Training according to trực tiếp bóng đá k+ provisions ofCircular 03/2022/TT-BGDDT.
Is it allowed to increase university admission quotas if trực tiếp bóng đá k+ employment rate of university graduates in trực tiếp bóng đá k+ previous year is below 80%?
Based on Clause 4, Article 4 ofCircular 03/2022/TT-BGDDT, amended by Clause 3, Article 1 ofCircular 10/2023/TT-BGDDT, it is stipulated as follows:

4. Admission quotas are determined based on trực tiếp bóng đá k+ training capacity of trực tiếp bóng đá k+ training institution, trực tiếp bóng đá k+ demand for human resources, trực tiếp bóng đá k+ employment rate of students within 12 months from trực tiếp bóng đá k+ date of graduation (for regular higher education), trực tiếp bóng đá k+ results of trực tiếp bóng đá k+ institution's accreditation, and trực tiếp bóng đá k+ admission results of trực tiếp bóng đá k+ previous year immediately preceding trực tiếp bóng đá k+ year of quota determination and admission organization, specifically:
a) trực tiếp bóng đá k+ admission quota is determined in accordance with trực tiếp bóng đá k+ training capacity of trực tiếp bóng đá k+ training institution as stipulated from Article 7 to Article 12 of this Circular;
b) trực tiếp bóng đá k+ total admission quota of trực tiếp bóng đá k+ training institution at each level and field (for undergraduate quotas) or each major (for master's, doctoral quotas) shall not increase compared to trực tiếp bóng đá k+ previous year's admission if trực tiếp bóng đá k+ training institution qualifies for accreditation but does not have a valid accreditation certificate at trực tiếp bóng đá k+ time of admission announcement, except for institutions under trực tiếp bóng đá k+ Ministry of Defense, Ministry of Public Security;
c) trực tiếp bóng đá k+ university admission quota in a field shall not increase compared to trực tiếp bóng đá k+ previous year's admission if trực tiếp bóng đá k+ employment rate of university graduates within 12 months from trực tiếp bóng đá k+ date of graduation in that field is below 80% or if trực tiếp bóng đá k+ quota achievement rate in trực tiếp bóng đá k+ previous year is below 80%, except for majors with accredited programs calculated separately.

Thus, higher education institutions are not allowed to increase trực tiếp bóng đá k+ admission quota in a field compared to trực tiếp bóng đá k+ previous year's admission if trực tiếp bóng đá k+ employment rate of university graduates within 12 months from trực tiếp bóng đá k+ date of graduation in that field is below 80%.

What are trực tiếp bóng đá k+ criteria and calculation methods for determining regular college and university admission quotas in Vietnam?
Based on Article 6 ofCircular 03/2022/TT-BGDDT, trực tiếp bóng đá k+ criteria and calculation methods for determining regular college and university admission quotas in Vietnam are as follows:
(1) trực tiếp bóng đá k+ criterion of trực tiếp bóng đá k+ number of regular students per equivalent full-time lecturer in each training field of trực tiếp bóng đá k+ institution:
- Regular students for determining admission quotas include: Full-time undergraduate students, full-time college students in trực tiếp bóng đá k+ Early Childhood Education field, full-time bridging program students (including students bridging from intermediate to college level or from college to university level; those with a college degree in teaching retraining for an Early Childhood Education college degree; those with a university degree or higher studying another university degree); excluding students in entrusted training programs;
- trực tiếp bóng đá k+ number of regular university students per equivalent full-time lecturer in each training field is determined at a maximum according to trực tiếp bóng đá k+ norms in Table 2, Appendix 1 issued withCircular 03/2022/TT-BGDDT;
- trực tiếp bóng đá k+ number of regular college students in trực tiếp bóng đá k+ Early Childhood Education field per equivalent full-time lecturer shall not exceed 25 students;
- Calculation method:
Divide trực tiếp bóng đá k+ total scale of regular students in each training field by trực tiếp bóng đá k+ total number of equivalent full-time lecturers in that field.
(2) trực tiếp bóng đá k+ criterion of trực tiếp bóng đá k+ floor area used for training per regular student, including various types of training-related facilities and trực tiếp bóng đá k+ minimum required materials and equipment for training programs and scientific research:
- trực tiếp bóng đá k+ floor area for training owned per regular student shall not be less than 2.8 m2;
- trực tiếp bóng đá k+ types of facilities included in trực tiếp bóng đá k+ usable floor area and trực tiếp bóng đá k+ required types and quantities of materials/equipment for each type are as follows:
+ Assembly halls, lecture halls, classrooms of various types, multifunctional rooms, working rooms for professors, associate professors, lecturers of trực tiếp bóng đá k+ training institution;
+ Libraries, learning resource centers;
+ Research centers, laboratories, practice, and internship facilities;
- Calculation method:
Divide trực tiếp bóng đá k+ total floor area of trực tiếp bóng đá k+ facilities listed at point b, Clause 2, Article 6 ofCircular 03/2022/TT-BGDDTby trực tiếp bóng đá k+ total scale of regular students at trực tiếp bóng đá k+ training institution.
(3) For fields of study primarily utilizing online methods and modern scientific and technological achievements proposed by trực tiếp bóng đá k+ training institution to meet trực tiếp bóng đá k+ labor demand for economic-social development, approved by trực tiếp bóng đá k+ Ministry of Education and Training in each period, trực tiếp bóng đá k+ criteria for determining regular university admission quotas shall follow Clauses 1 and 2, Article 6 ofCircular 03/2022/TT-BGDDTas considered and decided by trực tiếp bóng đá k+ Minister of Education and Training.
(4) trực tiếp bóng đá k+ criterion of labor market demand, economic and social development requirements: Training institutions shall determine admission quotas based on trực tiếp bóng đá k+ labor market demand, economic and social development requirements of trực tiếp bóng đá k+ nation, localities, and sectors.
