Under Article 5 ofCircular 03/2025/TT-BGDDT(effective from March 25, 2025), theoperationalregulationsof trực tiếp bóng đá hôm nay in public service providers in the education and training sector of Vietnam are as follows:

- trực tiếp bóng đá hôm nay operates according to the operational regulations approved by the competent authority that established trực tiếp bóng đá hôm nay. The operational regulations of trực tiếp bóng đá hôm nay include the following main contents:

+ General provisions;

+ Functions, duties, and powers of trực tiếp bóng đá hôm nay;

+ Quantity, organizational structure of trực tiếp bóng đá hôm nay;

+ Duties, powers, and tenure of the Chairman, Vice Chairman (if any), Secretary, and members of trực tiếp bóng đá hôm nay; criteria and conditions for the appointment and dismissal of the Chairman, Vice Chairman (if any), Secretary, and members of trực tiếp bóng đá hôm nay;

+ Principles and policies for the work of trực tiếp bóng đá hôm nay;

+ Working relationship between trực tiếp bóng đá hôm nay with the head of the public service provider and the supervisory agency; working relationships with other agencies, organizations, and individuals (if any);

+ Working conditions and operating budget of trực tiếp bóng đá hôm nay according to legal regulations.

- Where it is necessary to amend or supplement the operational regulations, trực tiếp bóng đá hôm nay will pass the operational regulations and submit them to the competent authority that established trực tiếp bóng đá hôm nay for approval, as stipulated in Clause 7, Article 7 ofDecree 120/2020/ND-CP.

According to Article 6 ofCircular 03/2025/TT-BGDDT, the workingprinciples andpolicies ofthe Management Council in public service providers in the education and training sector inVietnam are as follows:

- trực tiếp bóng đá hôm nay operates on a collective principle, making decisions by a majority unless the operational regulations stipulate a higher voting ratio. Decisions of trực tiếp bóng đá hôm nay are expressed in the form of Resolutions.

- Representatives from the supervisory agency of the public service provider in trực tiếp bóng đá hôm nay work according to concurrent policies.

Members of trực tiếp bóng đá hôm nay who are officials and public employees from other agencies and units work under concurrent policies; members who are public employees and workers of the public service provider with a Management Council may work under dedicated or concurrent policies as determined in the Scheme for establishing trực tiếp bóng đá hôm nay.

- trực tiếp bóng đá hôm nay organizes meetings as required by trực tiếp bóng đá hôm nay’s work and as specified in the operational regulations of trực tiếp bóng đá hôm nay. Meetings of trực tiếp bóng đá hôm nay are considered valid when over 2/3 of the members attend, including the Chairman or one member assigned or authorized to chair the meeting. The authority to convene and chair trực tiếp bóng đá hôm nay meetings and the authorization to manage trực tiếp bóng đá hôm nay when the Chairman cannot work for a certain period is specifically defined in the operational regulations.

- Periodically every three months or unexpectedly upon request, the Chairman of trực tiếp bóng đá hôm nay reports the results of the public service provider’s activities to the competent authority.

What are the regulations on the number and structure of members of trực tiếp bóng đá hôm nay in public service providers in the education and training sector?

According to Article 4 ofCircular 03/2025/TT-BGDDT, the regulations regarding the number and structure of members of trực tiếp bóng đá hôm nay are as follows:

(1)The number of members of trực tiếp bóng đá hôm nay must be odd, as specified in Clause 4, Article 7 ofDecree 120/2020/ND-CP, including the Chairman, Vice Chairman (if any), Secretary, and other members of trực tiếp bóng đá hôm nay. The Chairman, Vice Chairman (if any), Secretary, and other members of trực tiếp bóng đá hôm nay shall be appointed by the head of the competent authority approving the self-governance Scheme of the public service provider.

(2)Structure of the members of trực tiếp bóng đá hôm nay

- Representative of the state management agency for education (if any);

- Representative of the supervisory agency of the public service provider according to Clause 4, Article 7 ofDecree 120/2020/ND-CP;

- Representative of the leadership of the public service provider with a Management Council (leadership of the public service provider as stipulated in this point includes the head, the deputy head of the public service provider);

- Representative of public employees and workers of the public service provider with a Management Council;

- Representatives of experts and managers knowledgeable about issues related to the functions, duties, and powers of the public service provider.

(3)The specific number and structure of the members of trực tiếp bóng đá hôm nay shall be decided by the head of the competent authority approving the self-governance Scheme of the public service provider as stipulated in(1).
