Pursuant to Clause 1, Article 98 trực tiếp bóng đá việt nam hôm nayDecree 125/2024/ND-CP, the regulatory requirements for establishment trực tiếp bóng đá việt nam hôm nay branches/campuses trực tiếp bóng đá việt nam hôm nay higher education institutions in Vietnam are stipulated as follows:
- Be consistent with an approved planning for network trực tiếp bóng đá việt nam hôm nay higher education and pedagogy institutions.
- Obtain a written consent for establishment trực tiếp bóng đá việt nam hôm nay the branch/campus from the People's Committee trực tiếp bóng đá việt nam hôm nay province where the higher education institution’s branch/campus is located;
- Reserve at least 02 hectares trực tiếp bóng đá việt nam hôm nay land used for construction trực tiếp bóng đá việt nam hôm nay the branch/campus. The branch/campus shall be located within a safe and convenient environment for students, teachers, administrative officers and staff; the branch/campus shall be located at a safe distance from service providers, production establishments or warehouses storing goods that cause environmental pollution, toxic chemicals or inflammable substances and not be located in a hazard zone;
- Regarding a branch/campus trực tiếp bóng đá việt nam hôm nay a public higher education institution, a construction investment project, clearly identifying capital source for construction under a plan shall be set up and approved by a competent management authority.
Regarding a branch/campus trực tiếp bóng đá việt nam hôm nay a private higher education institution, the investment capital shall be at least VND 250 billion (excluding the value trực tiếp bóng đá việt nam hôm nay land used for construction trực tiếp bóng đá việt nam hôm nay the branch/campus); the investment capital shall include cash and assets intended for investment, and be certified in writing by a competent agency; until the time trực tiếp bóng đá việt nam hôm nay assessment for permission for establishment trực tiếp bóng đá việt nam hôm nay the branch/campus trực tiếp bóng đá việt nam hôm nay the private university, the actualized investment must be more than VND 150 billion.

Under Clause 1, Article 100 trực tiếp bóng đá việt nam hôm nayDecree 125/2024/ND-CP, the requirements to be satisfied by a branch/campus trực tiếp bóng đá việt nam hôm nay a higher education institution to provide trainingin Vietnam are stipulated as follows:
1) Be issued with a decision on establishment or permission for establishment trực tiếp bóng đá việt nam hôm nay the branch/campus by the Prime Minister or the Minister trực tiếp bóng đá việt nam hôm nay Education and Training;
2) Own facilities and equipment meeting standards trực tiếp bóng đá việt nam hôm nay training with regard to proposed fields and disciplines trực tiếp bóng đá việt nam hôm nay training, and admission capacity according to regulations issued by the Ministry trực tiếp bóng đá việt nam hôm nay Education and Training;
3) Develop training programs, syllabus, teaching and learning materials meeting standards trực tiếp bóng đá việt nam hôm nay training with regard to proposed fields and disciplines trực tiếp bóng đá việt nam hôm nay training, and admission capacity according to regulations issued by the Ministry trực tiếp bóng đá việt nam hôm nay Education and Training;
4) Employ sufficient tenured lecturers and administrative officers that meet professional standards and requirements for proposed fields and disciplines trực tiếp bóng đá việt nam hôm nay training, and admission capacity according to regulations issued by the Ministry trực tiếp bóng đá việt nam hôm nay Education and Training;
5) Have a sufficient amount trực tiếp bóng đá việt nam hôm nay financial resources in order to maintain and develop training as committed in the establishment proposal.
6) Statutes trực tiếp bóng đá việt nam hôm nay organization and operation trực tiếp bóng đá việt nam hôm nay the branch/campus, specifying legal status; functions, tasks and powers trực tiếp bóng đá việt nam hôm nay the branch/campus; organizational structure; provision trực tiếp bóng đá việt nam hôm nay training; tasks and rights trực tiếp bóng đá việt nam hôm nay administrative officers, teachers, staff and employees; tasks and rights trực tiếp bóng đá việt nam hôm nay learners; other issues related to organization and operation trực tiếp bóng đá việt nam hôm nay the branch/campus.

Pursuant to Article 97 trực tiếp bóng đá việt nam hôm nayDecree 125/2024/ND-CP, the procedures for permission for universities to provide training are stipulated as follows:
1. An application:
- A written request for permission for the university to provide training (according to Form No. 05 Appendix III enclosed withDecree 125/2024/ND-CP);
- A report on fulfillment trực tiếp bóng đá việt nam hôm nay commitment according to the establishment proposal (according to Form No. 06 Appendix III enclosed withDecree 125/2024/ND-CP);
- An explanation report on training quality conditions (according to Form No. 07 Appendix III enclosed withDecree 125/2024/ND-CP);
- Statutes trực tiếp bóng đá việt nam hôm nay organization and operation trực tiếp bóng đá việt nam hôm nay the university, specifying legal status; vision, mission and core values; functions, tasks and powers trực tiếp bóng đá việt nam hôm nay the university; organizational structure; provision trực tiếp bóng đá việt nam hôm nay training; organization trực tiếp bóng đá việt nam hôm nay scientific and technological activities; international cooperation; education quality maintenance; tasks and rights trực tiếp bóng đá việt nam hôm nay administrative officers, teachers, staff and employees; tasks and rights trực tiếp bóng đá việt nam hôm nay learners; management trực tiếp bóng đá việt nam hôm nay finances and assets trực tiếp bóng đá việt nam hôm nay the university; other issues related to organization and operation trực tiếp bóng đá việt nam hôm nay the university.
2. Procedures:
Step 1:The university shall submit an application specified in clause 2 trực tiếp bóng đá việt nam hôm nay this Article in person, via online public service portal or by post, to the Ministry trực tiếp bóng đá việt nam hôm nay Education and Training;
Step 2:Within 10 days from the date trực tiếp bóng đá việt nam hôm nay receipt trực tiếp bóng đá việt nam hôm nay the sufficient application, if the application is unsatisfactory, the Ministry trực tiếp bóng đá việt nam hôm nay Education and Training shall give a written notification to the university for amendments/additions to the application;
Step 3:Within 60 days from the date trực tiếp bóng đá việt nam hôm nay receipt trực tiếp bóng đá việt nam hôm nay the sufficient application, if the application is satisfactory, the Ministry trực tiếp bóng đá việt nam hôm nay Education and Training shall preside over and cooperate with other relevant agencies in organizing the assessment trực tiếp bóng đá việt nam hôm nay realistic conditions concerning permission for the university to provide training.
Within 10 days from the date trực tiếp bóng đá việt nam hôm nay receipt trực tiếp bóng đá việt nam hôm nay the assessment report, if the university is eligible for provision trực tiếp bóng đá việt nam hôm nay training, the Minister trực tiếp bóng đá việt nam hôm nay Education and Training shall issue a decision on permission for the university to provide training; if the university is not eligible for provision trực tiếp bóng đá việt nam hôm nay training, he/she shall send a written notification in which reasons should be clearly specified to the university.
The decision on permission for the university to provide training (according to Form No. 13 Appendix III enclosed withDecree 125/2024/ND-CP) shall be publicly announced on mass media.
Note: The Minister trực tiếp bóng đá việt nam hôm nay Education and Training shall issue a decision on permission for a university to provide training.
