2. Scope
- Universities, academies, colleges, intermediate schools, high schools, and occupational education centers nationwide;

a) State budget (education and training expenditure within xem bóng đá trực tiếp trên youtube central budget, local budget according to budget decentralization); funds integrated in education and training, science and technology programs and schemes; startup support funds integrated in Decision No. 844/QD-TTg dated May 18, 2016, of xem bóng đá trực tiếp trên youtube Prime Minister of xem bóng đá trực tiếp trên youtube Government of Vietnam on xem bóng đá trực tiếp trên youtube approval of xem bóng đá trực tiếp trên youtube Scheme “Supporting xem bóng đá trực tiếp trên youtube National Innovation Startup Ecosystem until 2025” approved by competent authorities; Small and Medium Enterprise Development Fund; Human Resource Training Program for Small and Medium Enterprises;
b) Revenue from service activities, student support funds, operational development funds of educational institutions;
c) Sponsorships and supports from organizations and individuals within and outside xem bóng đá trực tiếp trên youtube country; private investment capital, other legally mobilized funds.
2. Principles of fund utilization

b) Apart from state budget funds, organizations and individuals as stipulated in Clause 2, Article 1 of this Circular are encouraged to use other legal funds as per xem bóng đá trực tiếp trên youtube law to achieve xem bóng đá trực tiếp trên youtube goals and tasks of xem bóng đá trực tiếp trên youtube Scheme.
Thus, according to regulations, xem bóng đá trực tiếp trên youtube project supporting students' startups does utilize sponsorship funds, including support from organizations and individuals both within and outside xem bóng đá trực tiếp trên youtube country; private investment capital, and other legally mobilized funds.
