According to Article 12 of the2016 Law on Export and Import duties, the regulations on anti-dumping xem bóng đá trực tiếp trên youtube are as follows:

a) anti-dumping xem bóng đá trực tiếp trên youtube is applied only to the necessary and reasonable extent to prevent or minimize significant damage to domestic production;

1. The application, modification, and removal of anti-dumping xem bóng đá trực tiếp trên youtube, countervailing xem bóng đá trực tiếp trên youtube, and safeguard xem bóng đá trực tiếp trên youtube are implemented according to this Law and laws on anti-dumping, countervailing, and safeguards.
2. Based on the xem bóng đá trực tiếp trên youtube rate, quantity, or value of goods subject to anti-dumping xem bóng đá trực tiếp trên youtube, countervailing xem bóng đá trực tiếp trên youtube, and safeguard xem bóng đá trực tiếp trên youtube, the customs declarant is responsible for declaring and paying xem bóng đá trực tiếp trên youtube as prescribed by the law on xem bóng đá trực tiếp trên youtube administration.
3. The Ministry of Industry and Trade decides on the application of anti-dumping xem bóng đá trực tiếp trên youtube, countervailing xem bóng đá trực tiếp trên youtube, and safeguard xem bóng đá trực tiếp trên youtube.
4. The Ministry of Finance regulates the declaration, collection, payment, and reimbursement of anti-dumping xem bóng đá trực tiếp trên youtube, countervailing xem bóng đá trực tiếp trên youtube, and safeguard xem bóng đá trực tiếp trên youtube.
5. In cases where the interests of the Socialist Republic of Vietnam are harmed or violated, based on international treaties, the Government of Vietnam shall report to the National Assembly to decide on the application of other appropriate safeguard xem bóng đá trực tiếp trên youtube measures.
Thus,the Ministry of Industry and Trade has the authority to decide on the application of anti-dumping xem bóng đá trực tiếp trên youtube. The Ministry of Finance regulates the declaration, collection, payment, and reimbursement of anti-dumping xem bóng đá trực tiếp trên youtube.
