From January 1, 2025, what are cases of collection cancellation of toll plazas in Vietnam?
Based on Article 23 ofThông tư 34/2024/TT-BGTVT(effective from January 1, 2025), xem bóng đá trực tiếp nhà cái cases for collection cancellation at toll plazas are as follows:
(1) xem bóng đá trực tiếp nhà cái toll plaza collecting motorway fees will cease operation upon a cancellation decision from xem bóng đá trực tiếp nhà cái competent authority.
(2) xem bóng đá trực tiếp nhà cái toll plaza collecting service charges for road user will stop collecting fees in xem bóng đá trực tiếp nhà cái following cases:
- xem bóng đá trực tiếp nhà cái toll collection period has expired according to xem bóng đá trực tiếp nhà cái investment project contract for road business or xem bóng đá trực tiếp nhà cái contract for toll collection rights transfer on xem bóng đá trực tiếp nhà cái highway;
- Upon a cancellation decision from xem bóng đá trực tiếp nhà cái competent authority (or xem bóng đá trực tiếp nhà cái entity assigned by xem bóng đá trực tiếp nhà cái competent authority to manage road toll collection);
- Termination of xem bóng đá trực tiếp nhà cái PPP project contract as stipulated in Clause 2, Article 52 of xem bóng đá trực tiếp nhà cáiLaw on Investment in xem bóng đá trực tiếp nhà cái Form of Public-Private Partnership 2020.
Specifically, xem bóng đá trực tiếp nhà cái premature termination of a PPP project contract only applies in xem bóng đá trực tiếp nhà cái following cases:
+ xem bóng đá trực tiếp nhà cái project is affected by a force majeure event where xem bóng đá trực tiếp nhà cái parties have implemented remedial measures but cannot ensure xem bóng đá trực tiếp nhà cái continuation of xem bóng đá trực tiếp nhà cái PPP project contract;
+ For national interest; ensuring national defense, national security requirements, protecting state secrets;
+ When xem bóng đá trực tiếp nhà cái PPP project enterprise loses solvency in accordance with xem bóng đá trực tiếp nhà cái laws on bankruptcy;
+ When one of xem bóng đá trực tiếp nhà cái parties in xem bóng đá trực tiếp nhà cái contract seriously violates xem bóng đá trực tiếp nhà cái obligations stipulated in xem bóng đá trực tiếp nhà cái contract;
+ Other cases due to fundamentally changed circumstances as stipulated by civil law, xem bóng đá trực tiếp nhà cái contracting parties agree on xem bóng đá trực tiếp nhà cái termination of xem bóng đá trực tiếp nhà cái contract.

In cases of collection cancellation of toll plazas in Vietnam, how shall road user tickets be handled?
Based on Article 7 ofCircular 32/2024/TT-BGTVT(effective from January 1, 2025), regulations on managing road user tickets are as follows:
Management of road user tickets

Electronic ticket collection for road user services without stopping complies with regulations on electronic toll collection.
- Tickets for road user services are sold in correspondence with xem bóng đá trực tiếp nhà cái price stated on xem bóng đá trực tiếp nhà cái ticket. Monthly and quarterly tickets must clearly show xem bóng đá trực tiếp nhà cái validity period and vehicle license plate. Monthly and quarterly tickets must be used at xem bóng đá trực tiếp nhà cái specified station and within xem bóng đá trực tiếp nhà cái validity period. If vehicle registration plates change and information has been updated with xem bóng đá trực tiếp nhà cái toll collecting entity, continued use of monthly and quarterly tickets is allowed until expiration. When purchasing monthly or quarterly tickets for xem bóng đá trực tiếp nhà cái first time, or when there are changes in technical specifications on xem bóng đá trực tiếp nhà cái Certificate of Roadworthy Inspection and Environmental Protection, buyers must present this certificate (original or certified copy, electronic copy certified from xem bóng đá trực tiếp nhà cái original, or electronic copy issued from xem bóng đá trực tiếp nhà cái principal record) to purchase tickets according to xem bóng đá trực tiếp nhà cái corresponding toll rate for xem bóng đá trực tiếp nhà cái vehicle type as regulated.
4. In cases where xem bóng đá trực tiếp nhà cái toll plaza ceases collection or temporarily ceases collection without a fixed duration, xem bóng đá trực tiếp nhà cái collecting entity must refund xem bóng đá trực tiếp nhà cái monthly or quarterly ticket purchase to xem bóng đá trực tiếp nhà cái vehicle owner. xem bóng đá trực tiếp nhà cái refund amount is xem bóng đá trực tiếp nhà cái toll fee divided by 30 days (for monthly tickets) or 90 days (for quarterly tickets) multiplied by xem bóng đá trực tiếp nhà cái number of days remaining on xem bóng đá trực tiếp nhà cái ticket from xem bóng đá trực tiếp nhà cái stopping or temporary stopping date.
- In cases of disasters, epidemics, natural calamities, or other force majeure events requiring temporary cancellation by request of xem bóng đá trực tiếp nhà cái Competent Authority, xem bóng đá trực tiếp nhà cái collecting entity extends xem bóng đá trực tiếp nhà cái validity of monthly or quarterly tickets according to xem bóng đá trực tiếp nhà cái principle that xem bóng đá trực tiếp nhà cái extension equals xem bóng đá trực tiếp nhà cái days of temporary cancellation, but not exceeding xem bóng đá trực tiếp nhà cái remaining validity days of xem bóng đá trực tiếp nhà cái tickets from xem bóng đá trực tiếp nhà cái cancellation commencement time.
Thus, if a toll plaza ceases collection or temporarily ceases indefinitely, xem bóng đá trực tiếp nhà cái collecting entity must refund xem bóng đá trực tiếp nhà cái purchase of monthly or quarterly tickets to xem bóng đá trực tiếp nhà cái vehicle owner.

How to determine monthly road user chargein Vietnam?
Based on Clause 2, Article 6 ofCircular 32/2024/TT-BGTVT, xem bóng đá trực tiếp nhà cái principles for determining specific prices, discounts, and discount subjects for road user services are regulated as follows:
Principles for Determining Specific Unit Prices, Discounts, and Discount Subjects for road user Services
- xem bóng đá trực tiếp nhà cái specific price for a single vehicle use of road services (hereinafter referred to as xem bóng đá trực tiếp nhà cái unit price per trip) shall not exceed xem bóng đá trực tiếp nhà cái maximum price for each vehicle type as per xem bóng đá trực tiếp nhà cái Decision stipulating xem bóng đá trực tiếp nhà cái maximum price for road user services by xem bóng đá trực tiếp nhà cái Minister of Transport.
- xem bóng đá trực tiếp nhà cái monthly price is xem bóng đá trực tiếp nhà cái fee imposed on one vehicle participating in traffic through xem bóng đá trực tiếp nhà cái toll plaza within a 30-day period. xem bóng đá trực tiếp nhà cái monthly price is calculated as 30 (thirty) times xem bóng đá trực tiếp nhà cái price stipulated in Clause 1 of this Article.

Thus, xem bóng đá trực tiếp nhà cái monthly price is xem bóng đá trực tiếp nhà cái fee imposed on one vehicle participating in traffic through xem bóng đá trực tiếp nhà cái toll plaza within a 30-day period.
